Over one million civilians, most of them women and children, have been displaced by fighting in the eastern Democratic Republic of Congo (DRC). The total number of internally displaced persons (IDPs) in the North Kivu region is as high as 1.6 million according to some estimates. Most are in a desperate situation, without sufficient food, water, medical supplies or shelter. Fighting has continued in North Kivu despite a unilateral ceasefire declared by the armed group, the National Congress for the Defense of the People (CNDP), on 29 October. Amnesty International continues to receive reports of serious human rights abuses, including unlawful killings of civilians, rape and forced recruitment, and of extensive looting in the conflict zones Humanitarian agencies are doing their utmost to bring aid to displaced people, but are close to being overwhelmed by the scale of the suffering. Many IDPs remain inaccessible and some humanitarian operations are suspended because of the fragile security situation. To help protect the people of DRC from grave human rights violations, Amnesty International wants the United Nations Security Council (UNSC) to authorize the urgent reinforcement of MONUC, the UN peacekeeping force in the DRC. Figures in the Security Council should also encourage other UNSC members, plus countries contributing troops and donor countries, to lend their support to the reinforcement. Many governments have expressed support for reinforcing MONUC, but so far the Security Council has not authorized deployment of the additional troops and specialist personnel and equipment MONUC says it needs. Once the UNSC approves a reinforcement of MONUC, the decision should be implemented without delay. To help save lives in the DRC, the UNSC must take immediate action. Briefing the Council today via video-link from the Democratic Republic of the Congo (DRC) (21 November), the Secretary-General's Special Representative and head of the UN Organization Stabilization Mission in the DRC (MONUSCO), Roger Meece, said that currently the 23 March Movement (M23) rebel group effectively occupies a significant portion of North Kivu, and it has been setting up a formal administrative or governing structure. Meece said the M23's takeover of Goma was done "despite significant resistance by the Congolese Army, as well as MONUSCO forces" including the engagement by Congolese and MONUSCO attack helicopters and ground forces. He said that "Initially, the offensive was held in check" but "the M23 continued its offensive, exhibiting sophisticated tactics." The Special Representative noted the M23 forces are "well provisioned, and well supplied with uniforms, and a variety of arms and munitions," indicating outside support. He said they exhibit "many characteristics of a strong, disciplined established military force with sophisticated tactics and operations, including night operations, which are not characteristic of traditional performance." Meece said the occupation of Goma "poses a major risk of increased serious human rights violations, including killings and forced recruitment of civilians, including minors." He pointed out that the leader of the M23 armed movement, Sultani Makenga, "is a man with a well documented history of very serious human rights abuses." Makenga, like Bosco Ntganda, another rebel leader, are former Congolese Army officers who had ostensibly integrated into the national army in 2009, but later launched a rebellion. Outside the Council, the UN peacekeeping chief, Hervé Ladsous spoke about the lack of opposition encountered by the M23s as they entered Goma. He said that Congolese Armed Forces (FARDC) had left the area of Goma and "went to the town of Sake, which is further west and there are information today that maybe the M23 forces are now in the region of Sake." He said that there is "a real question" about the current location of the FARDC forces, which "simply melted away." He said that "many responsible persons, functionaries and others" have also left Goma, which "gives rise to the question of whether the M23 is building a sort of de facto administration as they did several months ago in the area of Ruturu." In a resolution adopted unanimously last night (20 November), the Security Council strongly condemned the latest wave of attacks by the M23 rebel group and demanded its immediate withdrawal from Goma. The 15-member body also demanded "the cessation of any further advances by the M23 and that its members immediately and permanently disband and lay down their arms." Outside the Council, French Ambassador Gérard Araud spoke about the role of MONUSCO and said that "from the outside it looks a bit strange that you have soldiers who don't fight" but stressed that "UN blue helmets are not parties in a civil war" and "are not supposed to do the job of the national army." He said "the United Nations forces must do everything to avoid human rights violations in the areas controlled by the M23" and pointed out that although MONUSCO is patrolling in Goma, "there are only 1,700 MONUSCO soldiers in Goma, a city of more than a million inhabitants that is quite vast, so it's very difficult." Eastern DRC has been hit this year by massive humanitarian needs triggered by the rise of the M23 and violence by more than two dozen other armed groups across the region, with widespread abuses against civilians including murder, rape and brutal reprisals. MONUSCO, with 19,000 uniformed personnel, is the latest iteration of UN peacekeeping missions that have helped to bring stability and civilian elections to the vast nation after it was torn apart by civil wars and rebel movements.

A cholera epidemic broke out at the beginning of the year in the province of Tshopo (DRC) and spread down along the river Congo, the country's main transport connection. With the MSF emergency team of the Pool d'Urgence Congo (PUC), MSF first intervened on early March in Basoko, northwest of Kisangani, setting up a Cholera Treatment Center (CTC) with 30 beds, two Cholera Treatment Units and several rehydration points. In total, nearly 1,000 patients were supported in over two months. In April, the epidemic reached Bumba, in the Mongala region, the PUC intervened, treating more than 300 patients. Just a month after, MSF initiated activities throughout the province of Ecuador, in collaboration with the Ministry of Health. The teams of the PUC took in charge a CTC providing 30 beds in Mbandaka, they conducted outreach activities in the region and also managed three care units and twenty rehydration points in the province. More than 520 persons have been supported so far. MSF continues its activities in the region of Equateur where new cases are reported and is monitoring the rest of the country. Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. The local people are described as being "backward" and of not being able to exploit the potential of their country's resources without the help of the white man. Safety print exists. No Copyright Infringement Intended. Documentary: Congo-White King, Red Rubber, Black Death Belgian Congo, French Congo Belge, former colony (coextensive with the present-day Democratic Republic of the Congo) in Africa, ruled by Belgium from 1908 until 1960. It was established by the Belgian parliament to replace the previous, privately owned Congo Free State, after international outrage over abuses there brought pressure for supervision and accountability. The official Belgian attitude was paternalism: Africans were to be cared for and trained as if they were children. They had no role in legislation, but traditional rulers were used as agents to collect taxes and recruit labour; uncooperative rulers were deposed. In the late 1950s, when France and the United Kingdom worked with their colonies to prepare for independence, Belgium still portrayed the Congo as an idyllic land of parent-child relationships between Europeans and Africans. Private European and American corporations invested heavily in the Belgian Congo after World War I. Large plantations (growing cotton, oil palms, coffee, cacao, and rubber) and livestock farms were developed. In the interior, gold, diamonds, copper, tin, cobalt, and zinc were mined; the colony became an important source of uranium for the United States during World War II. Africans worked the mines and plantations as indentured labourers on four- to seven-year contracts, in accordance with a law passed in Belgium in 1922. Roads, railroads, electric stations, and public buildings were constructed by forced labour. African resistance challenged the colonial regime from the beginning. A rebellion broke out in several eastern districts in 1919 and was not suppressed until 1923. Anti-European religious groups were active by the 1920s, including Kimbanguism and the Negro Mission in the west and Kitawala in the southeast. Unrest increased in the depression years (1931–36) and during World War II. Because political associations were prohibited at the time, reformers organized into cultural clubs such as Abako, a Bakongo association formed in 1950. The first nationwide Congolese political party, the Congo National Movement, was launched in 1958 by Patrice Lumumba and other Congolese leaders. In January 1959, riots broke out in Leopoldville (now Kinshasa) after a rally was held calling for the independence of the Congo. Violent altercations between Belgian forces and the Congolese also occurred later that year, and Belgium, which previously maintained that independence for the Congo would not be possible in the immediate future, suddenly capitulated and began making arrangements for the Congo’s independence. The Congo became an independent republic on June 30, 1960.

Freedom should be regarded as a privilege and obligation, and never be wasted. From overcoming unjust incarceration to simply utilizing God-given talents, we all should honor our freedom by serving community as best we can. Raised in the Republic of Congo during their civil war, Missamou was recruited by rebel forces in 1992 and taught to fight at age thirteen. In 1997, he fled his homeland, eventually arriving in America and joining the U.S. Marine Corps. In 2003, he was instrumental in finding and releasing captured Private Jessica Lynch in Iraq. Missamou founded Warrior Fitness in Valencia, California, inspired by his military experience and his belief that freedom is not something to take for granted—it’s something to live. His memoir, “In the Shadow of Freedom,” is the uplifting story of his quest to achieve his own American Dream. This talk was given at a TEDx event using the TED conference format but independently organized by a local community. Learn more at http://ted.com/tedx
